Just one. The same license key activates both Road Animator and Smart Counter — enter it in each script's panel when prompted.
Extract the ZIP — it contains both .jsx files. Copy each into your AE Scripts/ScriptUI Panels folder, restart After Effects, and open each from the Window menu.
